Media response - disability permit expiation

Response to The Advertiser.

  • A journalist relayed the criticisms and correspondence from a local resident who received a parking expiation (parking in a disability parking spot). The resident – who forgot to display his permit and reportedly didn't have time to fill out the form on the day – felt he has had to jump through too much red tape to get his expiation withdrawn. The resident also suggested this red tape is emblematic of the council’s financial position.

We understand that forgetting to display a disability parking permit can happen. We take a compassionate approach in these situations and our intention is always to withdraw the expiation in these circumstances.

However, we must comply with Expiation of Offences Act, which requires a simple documented request to confirm the permit holder was present at the time and to apply the rules consistently.

We understand the resident was unable to complete the form due to time restraints on the day.

Requests like this can completed at any time online, or in person at one of our customer relations offices, along with a copy of the permit (front and back) and a brief statement confirming the permit holder was the driver or passenger.

Regarding the City of Onkaparinga’s financial position, the council is forecast to deliver an operating surplus in 2024–25, and our recently adopted Long Term Financial Plan details how surpluses will be maintained going forward.
