Sellicks Beach

The Minister for Planning has adopted the Sellicks Beach Growth Area Joint Amendment.

The Amendment changes both the Planning and Design Code and the Greater Adelaide Regional Plan.

The Minister has applied the Coordinated Development Overlay to defer urban development until the land is deemed suitable for the intended land use (that is subject to outcomes of air quality monitoring and securing infrastructure commitments).

PlanSA has published an engagement report for more information about the consultation and how stakeholder feedback was considered in finalising the Joint Amendment.

Sellicks Hill Quarry air quality assessment and monitoring

The Department of Housing and Urban Development recognise the need to consider and address the interface, operational and dust matters in relation to the Sellicks Hill Quarry to inform the Joint Amendment. DHUD’s testing is scheduled to conclude April 2026.

Environment Protection Authority - is conducting a 12-month air quality monitoring campaign to better understand the levels of particulate matter (which includes dust) in the air and the extent of dust impacts experienced by the Sellicks Beach community

Adbri - Sellicks Hill | Engage EPA

SA Health - are testing new air quality sensors in Sellicks Beach to monitor dust in the area and will work alongside the EPA's monitoring equipment to make sure the information is accurate, and to better understand the dust impacts on the community.

Roles and responsibilities

Department for Energy & Mining (DEM)

The relevant authority for mines in South Australia is the Department for Energy and Mining.

DHUD is working with the Department for Energy and Mining to ensure that the tenement holder/operator is and can comply with the Mining Act 1971, the lease terms and conditions, and their Program Objectives and Criteria.

Environment Protection Authority (EPA)

The Environment Protection Authority (EPA) monitors and regulates South Australia’s air quality and delivers programs to maintain and improve air quality.

The EPA have required DHUD to undertake air quality assessment and monitoring. This has occurred over a six-month monitoring period commencing November 2024 and concludes April 2025.

The EPA are working with SA Health (Scientific Services Branch) to explore options to obtain additional data on dust levels at the PM2.5 and PM10 data, which represents particle with a diameter of 2.5 and 10 micrometres respectively (previous dust monitoring was carried out by the EPA in the Sellicks Beach area in 2016/2017).

Department for Housing & Urban Development (DHUD)

DHUD’s role is to work across government and industry to coordinate and accelerate housing in South Australia, and development pathways for investment in essential infrastructure such as water and wastewater.

DHUD have committed to undertake air quality assessment and monitoring. The investigation will gather data to help understand the dust profile, including where dust particles are coming from, and to help inform rezoning the area for future residential development.

The air quality assessment will be used to prepare the draft code amendment for public consultation. The report will be published with the draft code amendment when it is released for consultation in mid-2025.

City of Onkaparinga (council)

Council has no direct role to play in the management or monitoring of mining operations.

Council is aware of resident concerns and. on behalf of local residents has recently written to both authorities to request a review of dust management practices.

We are pleased to see that DHUD are undertaking the six-month air quality investigation before, during, and after summer 2024–25 as part of the studies for the Code Amendment.

Council is confident the EPA and DEM will take note of this investigation for their own reviews and hope the results of the testing will influence management practices that could potentially reduce impacts on residents.

ADBRI Sellicks Quarry Community Consultation Group

ADBRI, the owner of the mine, has recently initiated a community consultation group aimed at facilitating discussions and addressing residents’ concerns regarding dust from the site.

Council at its meeting 16 July 2024 appointed Cr Paul Yeoman as the Elected Member Liaison to this Adbri Sellicks Quarry Community Consultation Group.
