Independent review of SA’s planning system

In response to concerns raised by industry groups, councils and local communities, an independent panel of planning experts was commissioned by the Minister for Planning to conduct an independent review of the planning system implementation, including:

  • the Planning, Development and Infrastructure Act 2016
  • the Planning and Design Code and related instruments, as it relates to infill policy, trees, character, heritage and car parking
  • the ePlanning system, to ensure it is delivering an efficient and user-friendly process and platform, and
  • the PlanSA website, to check usability and ease of community access to information.

Council submission.

A report and a high-level summary of the key issues identified were presented to and approved by Council at its meeting held 8 November 2022. These key issues included greater protection for trees and heritage buildings, a return of appeal rights for adjacent neighbours, housing affordability and infill development.
