Reconciliation Action Plan

Through its strategies, services and initiatives, the council aims to improve the wellbeing and quality of life for the Onkaparinga community which includes taking active, tangible steps to embed reconciliation in all it does.

This relates to key goals identified in the City of Onkaparinga's Community Vision 2034 including:

  • elevating respect for Aboriginal and Torres Strait Islander culture
  • increasing the visibility of local cultures and identities
  • pursuing equity across all community groups

What is a Reconciliation Action Plan?

A Reconciliation Action Plan (RAP) provides a clear structure for the council to translate its commitments to reconciliation into practical, accountable actions that consider First Nations peoples’ needs and perspectives.

A RAP is primarily an internal plan that focuses on the council’s systems, decision-making, behaviours and culture through the lens of equity and inclusion.

RAPs are developed under a national framework led by Reconciliation Australia, built around four key pillars — Relationships, Respect, Opportunities and Governance. The framework sets clear standards while allowing flexibility for organisations to design actions that reflect local context.

The actions articulated in the council’s RAP have been shaped by the input and perspectives of local Aboriginal and Torres Strait Islander peoples, staff and the broader Onkaparinga community.


Innovate RAP 2026–28

Council has developed a Innovate Reconciliation Action Plan 2026–28, building on the foundations established in our previous Reflect RAP 2022-24. 

The Innovate RAP moves beyond learning and foundations and instead focuses on implementation - embedding reconciliation into everyday practice across teams and services. RAP includes over 60 actions for our organisation designed to increase cultural understanding, improve employment outcomes for Aboriginal and Torres Strait Islander peoples, and strengthen relationships with community and Traditional Owners.

It has been developed in consultation with our RAP Working Group, Neporendi Aboriginal Forum Incorporated, the Southern Elders and Community Group, Reconciliation Australia and our broader community.

Previous RAP: Reflect 2022–24

Council’s Reflect RAP (2022–24) focused on building relationships, increasing understanding and strengthening internal foundations for reconciliation.
