Council Assessment Panel

The introduction of the Planning, Development and Infrastructure Act 2016 implemented changes that resulted in councils no longer being a relevant authority in their own right for planning or land division consents. Instead, councils must appoint an Assessment Manager and a Council Assessment Panel to perform the assessment functions on their behalf, and both are decision making authorities independent of council.

The City of Onkaparinga (the Council) resolved on 13 June 2017 to establish the City of Onkaparinga Council Assessment Panel (CAP) as a relevant authority under Sections 82 and 83 of the Planning, Development and Infrastructure Act 2016..  A Council Assessment Panel can only contain a maximum of one (1) Member of the Council (Elected Member), and one deputy Council Member, with the remaining being independent, accredited members, not being Members of the Council or State Parliament.

The CAP will undertake the assessment and determination of certain development applications, including those:

  • where representations from the public are to be heard
  • where the Minister has determined that the CAP is to be the relevant authority
  • any applications delegated from the Assessment Manager. 

The Council Assessment Panel consists of the following members:

  • Cr Heidi Greaves
  • Cr Michael Fisher (deputy Council member)

Independent members of the CAP must be appropriately accredited and all members must abide by the state Assessment Panel Members Code of Conduct as found below.

Public attendance

All members of the public who attend Council or committee meetings are required to electronically sign in using the on-site device which includes having their photo taken.
