The Project Proposal Process - from idea to close out

So, you have an exciting project idea for your club, community group, or business, and you want to make it a reality? Great! Here's a simple three-step process to help you through it:

Step 1: Share Your Ideas

Got a project idea? Awesome! Tell us about it by filling out our project ideas form. We'll check out your idea, see if it aligns with your goals and ours, and figure out the best way to support you. We aim to get back to you within 5 business days to discuss your idea in detail and help you refine it if needed.

Step 2: Let's Get Your Project Ready

Once your idea is solid, we'll provide you with an application form. Make sure you have all your details sorted, like project plans, quotes, and approvals. Need help? We're here! Gather all necessary documents, submit your application, and we'll guide you through the process. Some projects might take longer to assess, especially if they're complex. Don't worry; we'll keep you informed every step of the way.

Step 3: Project Success & Wrap-Up

You did it! Your project is complete! We'll send you a simple form to share your project's impact and your experience. Plus, you can upload photos and documents. Your feedback helps us get better too!

Remember, some projects take a bit longer, especially the big ones. But don't worry; we're here to help, and we aim to complete your project assessment within four weeks. Got questions along the way? Reach out anytime!

Tell us about your project idea

You've got a great idea for a project but are not quite sure what to do next to make it a reality. You may have some documentation but not all evidence that is required for a full application. You'd like some advice and guidance from us.  

  • What should you consider when scoping your project?

Your project is shovel ready, all risks assessed and all information available

So, you are ready to go? Your project is fully scoped, all your planning is done, financials are balancing, you have done your due diligence, everyone is on board and you have full support by your organisation. 

When you are ready to submit your application form, please make sure you have all necessary documentation ready.

It is important to ensure you are fully prepared and ready to supply us with the relevant information to ensure we can assess your project.

The complexity of your project will dictate what project support documentation you'll need to provide.

Please note that incomplete information will delay our ability to assess your application and may require you to complete additional forms.

Supporting mandatory documentation includes:

  • Board/committee support for your proposed project
  • Details of your project manager and/or principal contractor
  • Current public liability insurance certificate
  • Quotation for the requested works
  • Professional drawings/plans of the requested works
  • Engineering report (if applicable)

Please note that significant projects, such as those involving substantial financial investments, extensions beyond the leased areas, or major refurbishments, might trigger additional legislative processes.

We'll collaborate with you to discuss these processes in detail, ensuring transparency and avoiding unnecessary delays or disappointments. Significant alterations could also necessitate a formal request to the council.

Project considerations:

  • Ensure you are the head lessee.
  • Hold a current lease with the council.
  • Confirm the proposed alteration/works are within the leased area.
  • Have funding secured for completing the works.
    Note: If applying for a grant with a deadline, the project proposal process may take up to four weeks or longer based on project complexity.
  • Provide contact details of the project manager and/or principal contractor overseeing the proposed works.
  • Specify if the works are part of a multi-stage development.

Events, liquor licence, including amendment (change of permitted use)

You want to run and event, apply for a new liquor licence or need to amend your current one (change of permitted use)

Landowner Consent is required for some events taking place within your leased area. When considering hosting an event, it's important to review your lease agreement to determine if you need to seek consent from the Landowner (Council). This requirement is due to a change in permitted use under the terms of your lease agreement. To determine if a Landowner consent application is necessary, follow these steps:

  • Review Your Lease Agreement: Start by carefully reviewing your lease agreement. Look for any clauses that mention events, use of the premises, or alterations to the property. Refer to the Community Land Management Plan relevant to your permitted use to determine if your event constitutes a change of use. Contact Council’s Leasing Team for assistance if needed.
  • Examples Requiring Consent: Larger scale events, food trucks or coffee vans on turfed surfaces, where there is to be parking outside designated parking areas, if road closures are required,  or events with large-scale equipment, are examples of the event details that need to be considered that generally require Landowner consent.
  • Entertainment Considerations: Certain event entertainment, may not be approved due to safety regulations and potential damage to green spaces.
  • Inflatables: Unfortunately, we cannot grant approval for the use of the inflatables, such as jumping castles, inflatable obstacle courses or waterslides. This decision is based on the safety regulations outlined in the Safework SA Guidelines, which require inflatable devices to be securely anchored to the reserve, potentially causing significant damage to our valuable green spaces. Additionally, due to the substantial safety risks associated with such devices, the council is unable to authorise their use on community land.
  • Liquor Licence: If your event involves liquor sales requiring a temporary liquor license variation or a new license, Council consent is needed.
  • Event Application vs. Landowner Consent: Not all events require an event application but may still need Landowner consent. Some events may require both. Letter of support

Is your project (idea or fully scoped) grant reliant?

Certain grant applications may necessitate a letter of support from organisations. For this type of (in principle) project support letter, we have a distinct application process outlined. Request a letter of support here.

Upon approval of your application by the council, we will provide you with the necessary letter of support. It's important to note that this letter is distinct from landowner's consent, which must be applied for separately.

Start by reviewing  your Lease Agreement

Start by carefully reviewing your lease agreement. Look for any clauses that mention for example events, contain maintenance schedules and outline your and councils obligations. What use of the premises, or alterations to the property are permitted within your lease agreement. You could also refer to the Community Land Management Plan relevant to your permitted use to determine if your event constitutes a change. Contact Council’s Leasing Team for assistance if needed.

Approvals and additional considerations

  • Understand if your works require a Development Application (DA). Find out if your project needs DA. We will guide you on DA requirements within the project proposal process.
  • If your project requires a DA, provide evidence of DA approval before landowner consent can be granted.
  • If your project involves any excavation, council will recommend the approach to managing your Aboriginal heritage responsibilities. Please see relevant information published by the Attorney General’s Department-Aboriginal Affairs and Reconciliation

Development Approval (DA)

South Australia's Planning and Design Code states in most cases, that council approval is required before development can be undertaken.

This means that:

  • any construction, alteration, addition to or demolition of a building, structure or certain trees,
  • a change in current use of land, or
  • anything that modifies a state or local heritage item

requires development approval.

Minor development

Development such as low fences, small sheds or open pergolas may not require approval - please use the following links or contact council's Development Support team on 8384 0666 for more information.
