Activation opportunity - Pear Tree Paddock, Willunga – EOI sought

The City of Onkaparinga is inviting visionary organisations, businesses and community groups to submit proposals for the future activation and lease of a parcel of land known informally as ‘Pear Tree Paddock’, located at 247 Main Road, Willunga.
Formerly home to the Southern Hills Pony Club, this highly visible and welcoming site presents a rare opportunity to deliver community-focused or commercial outcomes in one of Willunga’s most character-rich and well-loved township settings.
Council is now initiating a formal Expression of Interest (EOI) process to identify the most suitable and high-value use—whether commercial, community-based, or a hybrid model.
As the land is currently classified as Community Land (Bushland), proponents must demonstrate how their concept aligns with planning policy, land management requirements and the broader township context.
Council is seeking proposals that are visionary, feasible and financially sustainable.
Submissions should outline a clear business plan or concept, articulate tangible benefits to the Willunga community, and address environmental impacts, traffic and parking, infrastructure needs, and any heritage or amenity considerations.
Participation in the EOI is an important first step, but selection does not constitute development approval.
Any preferred proposal will still be required to progress through all statutory planning and regulatory pathways.
The key objectives of this project are to activate the site, generate long-term community and economic benefits, enhance the character and visitor experience of Willunga, and ensure the precinct is responsibly managed with positive environmental outcomes.
A range of potential uses may be appropriate for the site, including—but not limited to—community facilities, arts and cultural uses, tourism-based activities, recreation or wellness precincts, or complementary commercial ventures.
This EOI is an invitation only and does not commit the City of Onkaparinga to enter into a lease, sale or approval process.
Proponents are encouraged to consider relevant zoning and overlays, heritage or environmental constraints, traffic and parking implications, and any need for specialist consultants.
