Why did Council select a Victorian company rather than a South Australian company to operate the facility? Will any local jobs be created under this new arrangement?
GreenSpace Management’s proposal was selected following an expression of interest process undertaken between April and June 2025. The assessment considered a range of factors, including:
- the diversity of proposed uses and broad community appeal, including undercover range bays, mini golf, padel courts, and food and beverage facilities
- GreenSpace Management’s proven track record in delivering similar facilities
- the potential for a co-investment model and partnership with the council.
While headquartered in Victoria, GreenSpace Management has a significant presence in South Australia, with existing sites at Regency Park, Little Para and Goolwa. It’s anticipated that local employment opportunities at the site will increase as a result of the proposed development and expanded operations.
Why is Council entering into a 20-year lease with Greenspace Management, and has this been finalised?
The council’s agreement with GreenSpace Management is for an initial 10-year term, with an option for a further 10-year extension, subject to certain financial and performance criteria being met. This term supports the level of investment required to deliver the planned facilities and improvements at the site.
