Rebate coverage

  1. Rebate for cloth nappies includes cloth nappies, swim nappies, training nappies, reusable inner liner for nappies, wet bags, reusable wipes associated with cloth nappies and reusable nursing breast pads. It also includes pre-owned nappies if adequate proof of purchase is provided.  
  2. Rebate for cloth nappy library may use $50 of the nappy rebate allowance. The remainder of the rebate allowance may be used for the purchase of cloth nappy items. A separate application must be made for nappy library rebate and the cloth nappy rebate.  
  3. Rebate for reusable sanitary products includes sanitary pads, sanitary cups, leak-proof underwear and wet bags. The rebate does not include postage and handling costs, wipes containers, decorative (ie not leak-proof) nappy covers, or single-use items. 
  4. Before and after photographic evidence must be included with the rebate application for switching from dark to light roof, housing insulation, rainwater tank purchase, EV charging station, switching gas appliances to electric and installation of double glazing.  These rebates will not fund cleaning costs, delivery or removal/disposal/disconnection costs, home modifications costs.  
  5. Rebate for rainwater tank purchase does not cover installation for garden use only. 
  6. Rebate for purchase of indigenous plants can be used for plantings in household gardens and council owned/community maintained verges. Plants should only be purchased from native plant nursery locations listed here.  
  7. Rebate for an arborist assessment for regulated and significant trees, can include: initial tree health assessments; advice on pruning and general tree management; pest and disease diagnosis and recommendations. Arborist assessments must be carried out by suitable licenced and qualified contractors. The rebate does not cover: tree removal; works already started or completed; repairs to infrastructure, private property, or vehicles for damage caused by the tree; any activity deemed as “Tree Damaging Activity” under the Planning, Development and Infrastructure Act 2016; root pruning or any works that could harm the tree.   8. Rebate for bikes requires they must be used in accordance with the South Australian Road rules and maintained in accordance with any relevant guidelines, and in a manner which does not pose risks to the health or welfare of any person. 

  9. Bin latches are to be purchased from our Customer Service Centres. Maximum of three bin latches per customer at the discounted rate. Subsequent latches are sold at RRP. 
  10. All permanent works/installations supported through the rebates must be installed by appropriately licensed and accredited installers, and maintained in accordance with any relevant guidelines, and in a manner which does not pose risks to the health or welfare of any person.  When choosing an installer, make sure they have a South Australian builder's licence that permits them to install insulation. To check they are licensed, use the Consumer and Business Services' licensing public register.  Always ensure you receive an electrical certificate of compliance for electrical appliances/work. 
  11. The applicant must be the occupant of the property requesting the rebate, with the item to be used by occupants residing at the property. The same address is to be shown on the invoice or delivery address. The rebate cannot be used to purchase items for use outside the City of Onkaparinga. For example, a grandparent living in the City of Onkaparinga cannot claim the rebate for nappies purchased for use by a grandchild in another council area.  
  12. The applicant acknowledges and agrees that the City of Onkaparinga accepts no liability in respect of any claim, cause of actions, loss or damage arising out of, or in relation to any device purchased, or service procures under the Rebates. 
  13. Rebates for permanent works/installation located within a strata or community title property, proof of the approval for the installation/works from the body corporate or equivalent must be provided with the application. (Refer to the relevant Strata Agreement). Tenants applying for a rebate for a permanent installation, must provide a written letter of permission from their landlord with their application. 
  14. The applicant must provide proof of residence of City of Onkaparinga, e.g. a rates notice or utility bill that is a maximum of 3 months old. 
  15. Council will accept only one application for each rebate per household for an indefinite period. You will need to fill in a separate application form for each rebate. 
  16. The applicant must provide a copy of the receipt, invoice or proof of purchase. It must include your full name, the retail company name, date of purchase, and clear identification of the name and cost of each item purchased. Online and second-hand purchases can be rebated if a valid proof of purchase is provided. 
  17. Receipt, invoice or proof of purchase must be no older than 6 months. 
  18. The proof of residence must be dated within 3 months of the proof of purchase date. 
  19. The copy of the invoice or proof of purchase must be whole, not a partial copy. 
  20. Applications are to be submitted online. If an applicant does not have computer access, entries can be completed in person at our Customer Service Centres. 
  21. The City of Onkaparinga holds no responsibility for following up on missing information supplied by the applicant.  
  22. The City of Onkaparinga holds the right to reject any application 
  23. The rebate program may be paused at any time if budget allocations have been exhausted. 
  24. Council may request provision of information associated with the project for promotional use or preparation of a case study.

Eligibility and proof of residence

  • The applicant must be the occupant of the property requesting the rebate, with the item to be used by occupants residing at the property.
    • The same address must be shown on the invoice or delivery address.
    • The rebate is intended to reduce the waste generated by those living in the City of Onkaparinga area.
    • The rebate cannot be used to purchase items for use outside the City of Onkaparinga.
    • The rebate is not to be used to gift the items or purchase on behalf of residents in another council area.
  • The name and address of the applicant must be the same on the application form, proof of purchase, proof of residence, and the bank details for the rebate to be processed (joint accounts are acceptable).
  • The applicant must provide proof of residence within the City of Onkaparinga dated within 3 months of the date of application, e.g. a rates notice or utility bill.

Application requirements

  • Only one application for each rebate per household is accepted for an indefinite period.
  • A separate application form must be filled in for each rebate.
  • Applications are to be submitted online. If an applicant does not have computer access, entries can be completed in person at our Customer Service offices.
  • The applicant is responsible for providing all necessary information. The City of Onkaparinga is not responsible for pursuing any missing information.

Proof of purchase

  • The applicant must provide a copy of the receipt, invoice or proof of purchase, including:
    • Your full name
    • The retail company name
    • Date of purchase
    • Clear identification of the name and cost of each item purchased.
  • Online and second-hand purchases can be rebated if valid proof of purchase is provided.
  • The receipt or proof of purchase must be no older than 6 months from the date of application.
  • The copy of the invoice or proof of purchase must be whole, not a partial copy.
  • If your application includes a receipt that does not have your name on it (e.g., Aldi, Big W, Bunnings), you will also need to attach proof that you purchased the item(s), such as a bank statement showing your name and the purchase (feel free to blank out anything else not relevant).
  • Purchases made with cash and no valid identification or proof of purchase will not be approved.

Bin latches

  • Bin latches are to be purchased from our Customer Service offices. A maximum of three bin latches per property is available at the discounted rate. Subsequent latches are available at the RRP.

General conditions

  • The City of Onkaparinga holds the right to reject any application.
  • The rebate program may be paused at any time if budget allocations have been exhausted.
