Elected Members Code of Conduct and Registers
The Behavioural Standards are established by the Minister for Local Government pursuant to section 75E of the Local Government Act 1999.
The Behavioural Standards set out minimum standards of behaviour that are expected of all council members in the performance of their official functions and duties.
The Behavioural Standards are mandatory rules, with which all council members must comply.
Elected Members of the City of Onkaparinga must comply with the provisions of the Behavioural Standards in carrying out their functions as public officials. It is the personal responsibility of elected member to ensure that they are familiar with, and comply with these Standards at all times.

Gifts and Benefits
When an Elected Member receives a gift or benefit which is valued at more than $50, details of each gift must be recorded within a Gifts and Benefits register as per Section 72A of the Local Government Act 1999.

Register of Interests
The following information in relation to each Elected Member is maintained in a register by the City of Onkaparinga as per the Local Government Act 1999.
Under Section 70(a1) of the Local Government Act 1999 the Council must publish the Register of Interests on its website. Section 70(a2) provides that the following details are not published:
- a person’s residential address
- any other address suppressed from the Register under section 68(4)(a).
This new legislative requirement came into operation on 10 November 2021 and relates to current information contained in the Register of Interests for the current members of Council.

Register of Allowances and Benefits
In accordance with Section 79 of the Local Government Act 1999, all Elected Member allowances and benefits will be recorded in the register of allowances and benefits and updated quarterly.
To ensure transparency and good governance the City of Onkaparinga records all allowances and benefits in the register as required by legislation as well as any equipment, service or expenses incurred that supports the elected members in undertaking their role.
This register is also available for public inspection at our Noarlunga office.

EM Training and Development
Council Member Mandatory Training Register
Section 80A of the Local Government Act 1999 and Regulation 8AA of the Local Government (General) Regulations 2013 sets out the legal requirements for training and development for council members.
Completion of mandatory training is a statutory obligation for all (continuing and new) council members. Subsection 80A(2h) of the Local Government Act 1999 requires the CEO to maintain a register relating to training and development of council members.
Below is the required register of scheduled and completed mandatory training for the 2022-2026 Council Term.

In addition to the required Council Member Mandatory Training Register all Elected Member attendance at additional professional development courses and conferences will be recorded in a register of courses/conferences and updated quarterly.
